Ownership Change Reporting and Reassessment Exclusions

Under the law, when a property has changed ownership (except when caused by the death of an owner) the owners must file a change in ownership statement when the transfer is recorded; or, if not recorded, within 45 days of the date of transfer. Proposition 13 requires that all property be reassessed as of its date of change in ownership. In certain instances, owners may apply for an exclusion to the reassessment.
